On March 9, 2010 the International Conference “The role of Ukraine in the New Structure of Europe” was held in Berlin, Germany. The initiators of the Conference were “The United World” International Foundation, Ukraine and the Deutsche Gesellschaft fur Auswatige Politic e.v.(DGAP). Representatives of more than 20 countries of Europe, America, CIS and Israel participated in it.Opening speeches were made by Fritjof van Nordenshield, Executive Manager, Vice-President ,Council for International Policy, Germany and Eduard Prutnik, Chairman of the Board, “The United World” International Foundation, Ukraine.
Major Issues of the Conference were discussed at three working panels:
1. New Challenges to Safety in Politics, Economics and Energetics.
Moderator: Alexander Rahr, Program Director Russia/Eurasia German Council of Defence.
Problems of economic security, Ukraine-Council of Europe cooperation, visa regime, geo-economic aspects of EU-Russia-Ukraine “triangle”.
Speakers at panel 1 were:Dmitriy Budkin, Deputy-Secretary, National Security and Defence Council, Ukraine; Leonid Kozhara, MP, Deputy-Chairman,Parliamentary Committee on International Affairs; Karl-Georg Wellmann, MP, CDU/CSU Parliamentary Group, Foreign Affairs Committee, Bundestag, Germany; Andrey Yermolaev, Director, National Institute of Strategic Research, Ukraine; Ernst Reichel, Head of the Unit, Russia, Ukraine, Belarus, Ministry of Foreign Affairs, Germany; Aleksey Plotnikov, MP, Parliamentary Committee on Economic Policy, Board Member, “ The United World” International Foundation, Ph.D in Economics.
2. Ukraine and Terrorism.
Moderator: Aleksandr Dichek.
Topics discussed: international terrorism, major breeding grounds exposure, new forms of terrorism – piracy, cyber-attack and bio-terrorism.
Speakers: Dany Yatom, MP, Head, Intelligence Service Mossad, Israel, ret; Alexander Rahr, Program Director Russia/ Eurasia, German Council of Defence, Berlin; Igor Nosalik, City Mayor of Kalush. Ukraine; Aleksandr Dichek, President, International Antiterrorism Unity Public Organization, Kiev, Ukraine.
Moderator Aleksandr Dichek delivered 3 reports on:
- Terrorism – Major Challenge to Nowadays Europe;
- Ways to Combat Modern Sea Piracy;
- Non-governmental Safety System as National Security Element
The speaker focussed on: the necessity of the systematic approach in counteraction to terrorism and extremism that must include both state and public components; dialogue of cultures and religions that can only be the essential element of counteraction; new evidence of terrorism: bio-terrorism, cyber-terrorism, information terrorism, sea piracy been adduced, statistics of sea pirates attacks in 2009 as well as information on new tendencies, confirming the complexity of the problem-solving. Aleksandr Dichek has interview to the Radio and TV channel ARD.
3. Role of Civil Society in Creating New Europe.
Moderator: Dmitriy Vydrin, Vice-Head, Council of National Security and Defence.
Speakers: Anatoliy Gutsal, First Vice-Director, CNSD Institute of International Security; Laslo Kemini, Professor in Political Sciences, Hungary; Dietmar Studemann, Ambassador ret, Germany; Vitaliy Kulik, Director, Research Centre for National Safety, Ukraine; Cornelius Ochmann, Project Manager for Central and Eastern Europe, Bertelsmann Foundation, Berlin.
The problems of law basis for public organizations activities in Ukraine and states-members of EU, non-governmental actors participation in national security improvement, protection of intellectual property rights have been discussed.
Resolution of the Conference has been adopted.
